Warm Mix Asphalt, Asphalt Pavement Recycling and Pavement Management for Livable Communities

Abstract

The implementation of warm mix asphalt continues to grow and will become a standard practice in the world, representing the majority of the total asphalt mixture market. Another rapidly growing area is asphalt pavement recycling and the asphalt pavement in the US is 99 percent recycled.  Recycled Asphalt Pavement (RAP) used in asphalt mixes is over 20 percent and continues to grow. The savings of asphalt and aggregate by using RAP in asphalt mixes were 3.6 million tons and 68 million tons per year, respectively, resulting in the saving of over $2.0 billion. Pavement surface images are collected by automated pavement distress collection systems. To automatically analyze these images, Dr. Lee developed the software called 鈥淧icCrack,鈥 which is being used by public agencies and companies in several countries.

Dr. Lee is a Professor in Civil and Environmental Engineering and a Director of the Laboratory for Advanced Construction Technology (LACT) at the University of Iowa. The LACT was established with support from the Korea Institute of Construction Technology (KICT), Asphalt Paving Association in Iowa (APAI), and other private companies to help member institutes and companies develop and implement their innovative new construction technologies in practice.  He will be serving as Chairman of the International Conference on Maintenance and Rehabilitation of Constructed Infrastructure Facilities, Seoul, Korea, July 19-21, 2017.

Dr. Lee obtained a Doctorate (Ph.D.) and a Master鈥檚 (M.S.) and Bachelor鈥檚 (B.S.) in Civil Engineering from University of Texas at Austin, Stanford University and Seoul National University, respectively.  He is the President of the International Society for Maintenance and Rehabilitation of Transport Infrastructures (iSMARTi) and President of the Korean-American Society of Civil and Environmental Engineers (KSCEE). He served as the 40th President of the Korean-American Scientists and Engineers Association (KSEA) and Chairman of ASCE Highway Pavements Committee.  He is currently serving as Chairman of TRB AFD20 (1) Subcommittee on Computer Image Technology for Pavement Evaluation.

He received the Engineering Educator of the Year Award by the Utah Engineers Council (UEC) and the Educator of the Year Award by ASCE-Utah Section. He received the Otto Monsted Professorship and COWI Foundation Fellowship at Technical University of Denmark. He received Presidential Awards from Korean Federation of Science and Technology Societies (KOFST) and Korean Society of Road Engineers (KSRE). He is an elected member of the National Academy of Engineering of Korea (NAEK) and a professional engineer registered in Utah.

Dr. Lee currently serves on the editorial board for the ASCE Journal of Infrastructure Systems and the editor of the Special Collection titled 鈥淒isaster Resilience, Safety and Sustainability of Civil Infrastructure Systems." He also serves on the editorial board of the International Journal of Pavements.
